1. To regulate petroleum and petroleum products related businesses for ensuring their business activities are in line with enacted legal provisions, standards, SOPs and regulations
2. To observe the petroleum and petroleum products market situation in order to justify the supply – demand balance
3. To promote private investment by enabling the investment opportunities for petroleum and petroleum products related businesses
4. To accommodate the acquired legislations, regulations, SOPs and standards which are consistent with international and regional practices
5. To identify national energy security as a major concern in implementing petroleum and petroleum products related businesses
6. To promote human resource development by encouraging (the local staff participation) in petroleum and petroleum products related businesses
7. To promote international cooperation for the development of petroleum and petroleum products supply chain
